Explanation:

1. The fact is complicated (Tatsache); the state of affairs is simple.
2. The fact is real; state of affairs (Sachverhalt) is possible.

"What is the difference between Tatsache [=fact] and Sachverhalt [=state of affairs]? Sachverhalt corresponds to Elementarsatz [=atomic sentences] if it is true. Tatsache corresponds to the logical product of elementary statements when this product is true."

Therefore, the difference between Tatsache and Sachverhalt should be understood as the difference between complex and simple. Such an interpretation justifies the translation of Sachverhalt as "atomic fact". This is a simpler fact.

So, we have three levels: the fact (Tatsache), which breaks down into atomic facts (Sachverhalt), which in turn break down into objects (das Object).
